You can implement your own logic controlling whether a task can be released or not in an implementation of BAdI DPR_ATTRIBUTES method IF_EX_DPR_ATTRIBUTES~CHANGE_STATUS_CHECK.
An alternative manual approach would be to ensure that no task type is maintained for the tasks upon creation (note: this also depends on the user setting "Default Values > Task Type"). It is not possible to release a task for which no task type has been maintained. Your users should then only maintain the task type when they are ready to release the task.
