Why are change docs written when the MIC RR Change Docs control indicator is not set?

I have checked that some MIC does not have RR Change Docs ticked in its Control Indicators, and never has had this ticked. However, there is an inspection lot where the value of the MIC was changed in Results Recording and there are change documents present indicating the old and new value, the user, and the date. How can this be?

I have spotted exactly the same issue today , did you get a resolution to this issue
