I have SAP ERP System 6.0 EHP4 with Oracle 10.g
I want to know if the above architecture supports upgrading from Windows server 2003 R2 to Windows 2016.

1. With the current windows 2003 with Oracle 10 system, you can't do upgrade the kernel 7.22 ext it will not support it, you can check the SAP PAM link.
2. Create a new system with Windows 2016 server with Oracle 12C and above.
3. From the existing Windows 2003 with Oracle DB do the System copy with SAP standard method export of existing windows 2003 system and do the import on the target windows 2016 server.
4 During the system copy process you can upgrade the kernel 7.22 ext.

For both the questions, you have read the SAP system copy guide based on your SAP Version and OS /DB. refer the guide finder link to find the right guide.

1. From the SAP PAM, Oracle 10.2 will not support Windows 2016 sever, refer to the SAP note link https://launchpad.support.sap.com/#/notes/2384179 minimum Oracle version 12c onwards supported by windows 2016 server.
Refer the SAP PAM (required SAP S-user id)
2. Could you share your system support package level (SAP Basis & ABAP components)?

1. As per SAP note 2384179, your SAP version is supported Windows 2016 server, but the DB version is very old, which is not supported by Windows 2016 server. SAP Version details reference SAP note 789220.
2. You can install another server with Windows 2016 server with Oracle DB version 12C and above, and do the SAP system copy from your Windows 2003 with oracle 10g to Windows 2016 with oracle 12C

I checked the SAP PAM file and found that if my operating system wanted to upgrade to 2016, the SAP kernel needed to upgrade to 7.21 EXT 64-BIT UC.
Do I understand this correctly?

Through your answer, I understand that I need to migrate SAP system from Windows server 2003 to 2016, then upgrade SAP kernel from 7.21 to 7.22 Ext in windows2016.
I do not know whether I am correct in the above understanding.

I am not sure about the price, you have to ask either your local SAP account manager or any other SAP consultant service.
Before getting into any consultant, check yourself with the current version of the SAP system supported Windows 2016 server with Oracle DB? or share me the version details of SAP and Oracle DB version we may share you some details in this thread.

1. From windows 2003 you don't have a direct option to update the OS to Windows 2016, refer to the Microsoft link
2. Better you can do the migration from the existing system to target by SAP Standard option System Copy, before that check the SAP PAM to support the Windows 2016 with Oracle DB.
