Manage Plant from scratch

Hi Experts,

I'm trying to create a plant from scratch in DM, but it gives me the following error message, any clue?

Dear David,

Please make sure your tenant is onboarded (you have received an email "Provisioning Completed), and your user has proper privileges (see https://help.sap.com/docs/sap-digital-manufacturing/operations-guide/role-templates?locale=en-US). If all prerequisites in place and you still get the error, please create an incident for component MFG-DM-ME.
