Business requirement is that user not have authority of ME52N to edit PR so cannot delete item from PR. So required new Z t code for only PR deletion. What should be functional specification?

If Business put some restriction in ME52N for the users not to delete, why you want to deviate this ? If it is really needed, go with the approval process and request Security Team to enable the deletion authorization object
