Cut off key incorrect in as91 error

Hi Team,

While creating legacy data through AS91 We have got an error Cut off key incorrect for Dep key 01, dep key 20,Dep key 30, Dep key31.

And we have create one dep key for 4% with cutoff value as 0%we have create through ANHAL.

Plese give your expert advice to solve issue.

Please help as its urgent.
