The error is there as for last payroll result for the FY is important/ mandatory for the employees for tax reporting and other computation. Hence the error.
You can assign different payroll area for the feb and march month and then try to execute the payroll for those employee. Please note that payroll results are important for all employee who present on company prior to last. Hence i would suggest to ask your user to execute the payroll and do the FY settlement for those employee as well. Once you done with march payroll you can reset the payroll area to the current.
