How to implement blocking message for VAT registration number (vendor/customer )

Hello,

I already implemented a message who specify "this is a EU country, specify VAT number", but it is not blocking ( I can create a vendor even if I do not fill this field)

BUT if I put the VAT registration number as mandatory, I do not have this message, I will only have " please fill the required field" and I do not want that.

I want a blocking message for EU country vendor, and non blocking message (so not mandatory) for non EU country vendors.

Does someone know how to do?
