I have been working in COPA for past 3 years and have never come across sets in COPA. I think you are referring to sets in report painter.
A common problem i have come across is the error msg GS076, #sets may not be used# in Report Painter/Writer after upgrading to a new release. For this refer the following solution:
Transaction GS12 for 8A-ACCT -> remove the flag "Only replace with
groups" from the general data. Then please run report RGRSJS95 via
SE38. Thereafter it shouldn't be a problem using cost element groups
as selection criteria for the report(s).
I am showing below the F1 help on this field:
"When you mark this checkbox, you define that the set variable in Report
Writer reports can only be replaced by CO groups instead of general
sets. You may only choose this option if the set variable was created
for a field for which there are groups in CO.
If, for example, a set variable was created for CCSS-KSTAR, and the
'Only replace with groups' option marked, then this set variable can
only be replaced by cost element groups in a Report Writer report. It
cannot be replaced by sets from different <DS.SETCLASS>set classes (such
as account groups from Profit Center Accounting), even if suitable sets
exist for field CCSS-KSTAR."
