Background
My customer is migrating all SAP systems to SQL Server 2012. Their SRM 5.0 system is supported on SQL Server 2012 according to the PAM (it's on NW 7.0 SP26, and we will use the NW 7.21 EXT 64bit kernel). However (according to OSS Note 1651862) they will not be able to upgrade to to products based on SAP NetWeaver 7.1 (including EhP1) and SAPNetWeaver 7.2.
Will they be able to upgrade directly from SRM 5.0 on NW7.0 to SRM 7.0 on NW 7.3 ?

As per note OSS Note 1651862
Upgrades to products based on SAP NetWeaver 7.1 (including EhP1) and SAP NetWeaver 7.2 are not supported on SQL Server 2012.
Hence, if you plan to upgrade your SAP product based on SAP Netweaver 7.0 (including all EhPs) on SQL Server 2012, you have to upgrade to a SAP product based on SAP NetWeaver 7.3 and higher.
It is clearly mentioned that SAP Netweaver 7.3 and higher will be supported on SQL Server 2012
and when you upgrade to SRM 7.0 Netweaver 7.3 it will support SQL Server 2012.

You are right in this. According to the sap note you have to upgrade to higher releases based on SAP NW 7.3:
Upgrades to products based on SAP NetWeaver 7.1 (including EhP1) and SAP NetWeaver 7.2 are not supported on SQL Server 2012.
Hence, if you plan to upgrade your SAP product based on SAP Netweaver 7.0 (including all EhPs) on SQL Server 2012, you have to upgrade to a SAP product based on SAP NetWeaver 7.3 and higher.
Be aware on the prerequisites.

Please also check the upgrade guide section under http://service.sap.com/instguides -> Business Applications -> mySAP SRM -> Upgrade -> SRM 7.0.
The guide contains which start releases are supported for the upgrade and the steps for upgrade.
