Create a popup to decide on Fiori Launchpad log on

Hello experts, what is the best way to create a popup to decide ( accepted or not privacy setting ) on FLP log on? a plugin? /UI2/CL_SRA_LOGIN? i want to force the log off if the user doesn't accept. Regards
