There are a number of posts in forum that state using the direct calls to cpre32 is no longer supported and not allowed according to the license.

I am trying to explain to some other developers that the methodology they are using is no longer valid.
Is there somewhere in the documentation or license agreement that explictly states that using direct calls to cpre32 is no longer valid?

I am SAP employee and CR support since CR 5, 23 years ago.
I don't know if we ever stated in a KBA it was no longer supported but it is true, we have not supported it nor is anyone licensed to use it directly any more, to do so is a direct violation of our SDK's and software.
The only .NET SDK now uses .NET that wraps around our COM components.

On that page is a license PDF that has no mention of crpe32 but since we don't list what we don't support that will have to do:
