crystal report xi when exporting to text starts new documents on page 2 not 1

I have a report written in crystal xi. when running and view the data each new vendor record starts on a page 1 (as it should) subsequent pages for the same vendor will paginate 2,3,4..... on the screen it looks great however when I export to a txt file with CPI=12 and Lines=60-66 the file exports however when I have a new vendor it always starts on page 2 rather then page 1. something in the export skips page 1 each time, all other data on the page appears correct

Crystal XI is no longer supported and hasn't been for at least 7 years. However, the last upgrades that were made are available here: https://blogs.sap.com/2011/06/07/where-did-all-the-crystal-reports-xi-r1-and-r2-fixes-go/. I would make sure that you're running the last version that was available - XI R2A SP6. Follow the instructions at the link. If that doesn't resolve your issue, you may have to upgrade your version of Crystal.
