Proper interpretation on inventory component –Safety stock or other?

Hello Experts,

For a certain material CL05733101534000 (location ID 1131), IO algorithm has proposed 421 pieces for CW46, CW47 and CW48.There is a IOforecast (demand) in customer facing node(1131) of 10000 pieces for CW48.The On-hand stock for the same period(CW48) is 10842 and IO Ending on-hand stock for is 842.Since safety stock proposal is 421,I am not able to understand the balance 421 pieces(842-421) to which inventory component does this constitutes ? It is not accounted as a cycle stock,safety stock, Pipeline stock or Merchandizing stock. Starting CW49 the 842 pieces are displayed as cycle stock.

There are two queries with regards to this topic :

1)With IO forecast available only at CW48, Why is the IO algorithm proposing for safety stock build up in CW46? There are no other requirement apart from the one mentioned in this customer facing node.

2)As part of project solutioning, the recommended safety stock from IBP IO module is planned to be mapped to safety stock field in S/4 HANA. So going with that concept then 421 in CW48 is what would be interfaced to be maintained as safety stock in S/4 HANA system then how do we account for the balance of 421 (842-421) pieces since the same is also needed for the week as being part of ending onhand stock ? If this stock is not required to be maintained as a buffer then what is this additional stock for and also where do I find this stock information (which inventory component can I refer to where this number can be seen ) ?
