CofO from Preference determination

I'm not very familiar with the Preference functionality in GTS, and would appreciate assistance from any "gurus" in that area...

Is it possible to create a Certificate of Origin directly from the Preference run?  If not, is there any indirect linkage available to achieve that?

My client wants to use Preference determination to confirm EU origin for his goods, and often needs to provide a CofO in conjunction with his Export Declaration, to allow his export customer to import the goods under preference.  What possibilities are available?

Hello Dave,

As far as know, it is not possible to issue or print the certificate of origin from the preferential origin calculation.

From my experience, you can print a certificate of origin like an EUR.1 only from the Export declaration by defaulting the correct message in the communication tab (sorry, I don't remember which message Pxxxx you need to use).

What you can do is create a dummy Export declaration for which you don't have any electronic communication with customs authorities. You would use such dummy Export declaration only to print the Certificate of Origin Pxxxx.

The main difficulty would be that on the certificate you need to print the Export declaration number (and Export date as well if I remember well). If you use a dummy Export declaration, then the declaration number will be dummy too and not the real Export number known and approved by customs authorities... Printing a certificate with a dummy export declaration number could be not compliant.

Thanks for that.  I realise that I phrased my follow-up question badly...

If you print a Certificate of Origin from the Export Declaration, does (or can) the system use the origin from the Preference run?  Or does it simply take the origin from the transferred billing document?

Or maybe going deeper still; can the GTS Preference run be used to affect the country of origin determined in the feeder system?

Basically, does the Preference run produce stand-alone origin determination results, or are there some linkages to the Export functionality?

Here are the answers to your questions, see [MBR]:

[MBR] Yes, you can trigger the print of the Certificate of Origin from the Export declaration using the result of the GTS Preference run. To do so, you can use in the defaulting data field I_PRECD which will hold an X if you have a preferencial status for the given Export declaration.

[MBR] As far as I know, the only thing that the GTS preference module can send back to the feeder system is the flag that updates field VBRP-PREFE (X or blank). See notes  379269 & 829932 to implement this information being sent from GTS to ECC.

[MBR] The only "stand-alone" functionality would be the Long-term Vendor declaration and the Long-term Customer declaration but both are reserved for EU vendors and customers. LTVD and LTCD are not Certificate of Origin.

In most cases, the calculation done by Preference run has to be completed by the Export functionality. Indeed, in many case, the Ex-work export price will be the last piece to determine if the Exported goods can be granted the Certificate of origin, the Ex-works price will determine if the threshold value has been exceeded and hence grant the preferential status. And as I said in my previous post, the Export declaration number has to be printed on the Certificate of origin.

Technically speaking, when activating the preferences for Export declaration, the Export declaration will show a tab containing the preference data related to the given declaration.
