Unable to navigate from custom OWL to standard Expense Report OIF

Hi all,

I have tried pretty much everything I know in terms of OBN navigation and this one won't work. I keep getting the same error messages which says "Target UI could not be determined in the current scope. Please ask your system administrator to check the scoping."

All areas are scoped in for this environment so I don't understand why I am having this message.
