In the standard system. we can release the production order even though we have material shortage.but my business process does not recommend that. what configuration settings I have to change
in order to stop that.

In OPJK transaction (checking control), Select the order type for business function 2 & double click.
Here there are options for the availabilty check. Choose the appropriate setting & then create an order & check by releasnig.
