Print customer specific inspection plan results on Outbound Certificate of Analysis in SAP QM

Dear Experts,

When is Outbound Certificate of Analysis usually generated at time of Outbound Delivery creation, at what step?

Also, wanted to check if its possible at before the Outbound Certificate of Analysis is generated, the system should check-

1. If any customer specific inspection plan exists
2. See all the inspection characteristics in the customer specific inspection plan & only those MICs that are present in customer specific inspection plan & not all the characteristics in the main inspection plan (since customer specific inspection plans could have different number of MICs)

Can the above be achieved through standard SAP QM or will it entail some enhancement? If enhancement, please suggest any possible BAPI/BADI/User exits etc.
