As per my understanding from your question, you want to make some fields in maintenance plan as mandatory. Please find the options below.
There may be different options.
1. Based on your call object (Maintenance order or notification), make the fields there as mandatory. It may reflect in maintenance plan. But that may affect fields while creating those manually. Also some fields are specific to maintenance plan, that can't be achieved.
2. Use IPRM0004 Maintenance plan / item: Customer check for time "SAVE" User exit to check the data in the required fields.
3. Check for Screen variant / transaction variant using SHD0.
