Please kindly check the following SAP Notes for solution:
3101128 - Fail to Add Special Prices for Business Partners - program error has been resolved in SAP Business One 10.0 FP2111
2980755 - Price Lists Error Message: 'Another user or another operation modified data; to continue, ... - the documented program error is a Future Version Candidate, but there is an available workaround in the SAP Note.
In case if the above SAP Notes will be not helpful please kindly log an incident for SAP Support with component: SBO-MM-PRL-PRL
