Hi,
For plan AT, total plan cost in kp06, quantity in kp26, kspi to get rate and update to kp26.
cost / quantity = rate
For actual AT, quantity entered via, example kb21n and rate via kp26. then we able to get the cost.
quantity x rate = cost
From the above, may I know why plan is to get rate whereas actual is to get total cost? Why there is a difference.

This process is to CALCULATE PLAN ACTIVITY PRICE.
2) For actual AT, quantity entered via, example kb21n and rate via kp26. then we able to get the cost.
quantity x rate = cost
here, the actual activity rate is updated in kp26. and this reate will be used for calculating the cost of total activity hourse consumed.
similar to point 1, what you have explained, there is a separate process to calculate, ACTUAL ACTIVITY RATE, and update in KP26.
comparing point 1) with point 2) is not correct.

There is a difference between Plan activity price calculation and Actual activity price calculation.
Plan activity price is the result of Plan cost and quantity in KP06 and KP26 respectively(KSPI)
where as Actual activity price is the result of Actual cost booked to the cost centers and the Actual quantity confirmed in the Production process (KSII)
The logic behind these two prices are:
Beginning of the month we dont know how much activity cost we goin to incur, but still we need to carry out production and also incur cost. Hence to cost the production process we use Plan price (in costing terminology we call it as Standard cost)
Actual cost is known only after the month end activities are processed. Hence once we know the actual cost incurred for the different activity after the month end, we divide it by the actual activity quantity confirmed and then can revaluate the Production orders which took the cost at Standard rate.
Hope this clears ur doubts.

as it is internal allocation, how to know actual cost so that can divide with actual quantity to get actual price?

Here you are referring the Actual activty price and plan price for direct or indirect activity allocation.
these are generally done at Plant price i,e KP26.
The actual price plays a role when you wanted to revaluate the production orders with the actual price. In cost center, you dont have revaluation concept.

the above is for revaluating the production orders which gets update if you run KSII transaction code and updates KBK6
