Optimizer settings and tuning

New to SCM 7.0 and Optimizer and was wondering how to get optimizer tuned in for production lines. Is it the goal of optimizer to always try and fill open capacity ? (as long as you have products set up so they can be built early enough) Also see that items plan late but the production line appears to have time in the month where the product was needed. Any pointers ?
