you can use SLAW or USMM T-codes to analyze SAP user license auditing.

1) TCode # USMM to collect system measurement

2) TCode # SLAW to consolidate unique users from all SAP systems

Then transfer the results to SAP

simple steps before implementing above steps

1. Lock Active users for inactivity in all SAP systems periodically

2. Assign lowest License type to every user in all SAP systems

3. Keep first, last name and e-mail same for every user to avoid duplicate user ID in all SAP systems

4. Turn on system parameter to stop multiple logon by same user in all SAP systems

Steps

1)Categorize the user like cat 1 etc before starting the audit.

2)External communication to SAP should be on to send the results to SAP,.

USMM tcode can get all the informatin regaridng license and other details regaring audit.
