Unable to settle remaining amount in WBS through CJ88

Hi Gurus, I have a strange issue. User has partial unsettled values in WBS elements for the 2015 and 2016 fiscal years. Now the user wants to settle them. I was able to settle some WBS In the fiscal year 2017 period 13 but for these partially settled WBS, when I am executing settlement in cj88, the system is saying " Either the sender is already settled, or there is nothing to settle" but when I see in cji3 report the particular partially settled WBS has unsettled amount. I have tried to create another settlement rule but still unable to settle..facing the same message. Please advice gurus.

Hello Gurus,

I found out that the unsettled values are "Statistical Actuals". Could anyone explain why they are not settling through CJ88.

Now I understood that Statistical actuals are for reporting purpose only and cannot be settled.

Thank you Nathan. I have tried all the solutions mentioned in the previous posts. None of them solved the issue so I posted the question. Please advice.
