SAP B1 DB's with non-US localizations showing other languages

Experts,

I'm creating DB's for Financial Consolidation of Subsidiaries in other Countries. As this might become their System of record later, I wanted to create it in the right localization.

When I do so and select English (United States) as the Base Language, I expected this to mean that ALL screens/drop-downs will be in English.

I have found with China and Italy that this is not so and will make implementing and using these DB's difficult. Is there a setting that I have missed that will make all the screens English?
