I have one scenario:-
I want to have procurement of one semi FG as X i.e both in house as well as external procurement.
If order quantity is less than 100, system should create planned orders to be converted to production orders.
If order qty is more than 100 then system should create purchase request.

You can go for quota arrangement.In quota arrangement , production version should be given.
The transction for quota arrangement is MEQ1.
Here you can define the min qty for which quota arrngement is
applicable.You can update this quantity as 100.
If the quantity is greater than 100 then only purchase requisition can be generated.
Here you can define the percentages also.inhouse could be 60percent and procurement coulld be 40 percent.

I dont think this is possible in std SAP,it cannot be controlled with respect to qty,any way you will get a planned order ,you can convert it either into a production order or purchase req
Note: you should maintain pruchase relevant data & routing,BOM for converting to production order
