I need the APO Function Modules or BAPI in APO Quota arrangement creation.

SAP Managed Tags:
SCM APO Demand Planning (FCS),
SCM APO Production Planning and Detailed Scheduling (PP/DS),
SCM APO Supply Network Planning (SNP)

Please, try BAPI_QTASRVAPS_SAVEMULTI2.
