Hello Mr. Smolin,
We were able to check in our internal test system, trying to reproduce the scenario you described above. When selecting 'scheduled' timing we were not able to use the rule type 'notification' too. We believe this is being addressed by our development peers involved, so the best course of action is to post this in the Ideas Forum for greater visibility of this request and ensure it a proper evaluation for a future release.
