quotation-sales order(reference)

if we create a sales order with reference to quotation... ...and if

user try to change quantity then currently it is giving warning

message (User can save the sales order with quty changes increase or

decrease)... .but now client requirement is that they want an error

message rather than a warning message(sales order can not be saved if

user changes qty like increase or decrease qty )....how to config?
