How to control individual OM action for some users when accessing PP03

Hi guys,

I found many same questions but no answer was provided.

So would it be possible to restrict user to select other actions when access PP03?

e.g. when i select object type 'S' and press F4 at action field (there are many action), i am supposed to select only 1 action.

Kindly help me to see the light.
