Required Background Elements on Candidate Profile

We have a situation where an entire background element on the Candidate Profile is required. Somehow internal candidates are able to bypass this and apply without filling out any of the information within the background element. I am not able to replicate this however.

Has anyone else seen this happen or have any advice to ensure the internal candidates are not able to bypass this required section?

Hope permission is enabled for internal candidate in CPT> Field permission and Succession mapping section and in CDM > Field attribute override for the background elements.
