Ill be attending TechED for the first time in Bangalore and while browsing over at session catalogs I felt it is majorly focused on technical side.
For previous attendees,
1. is Teched is more inclined towards technical side than functional.
2. As a functional consultant, How can one make best use of TechED.
3. Is there any forum/thread, where all attendees are listed, I would of course love to meet folks from my domain.

Then I suggest you to stop by the digitial manufacturin booth or to go to the SAP Community area and propose a meetup session, where people can meet to talk about any specific topic.

I'm also a functional consultant and I have attended to the TechEd this year in Las Vegas.
Yes, TechEd is more inclined towards the technical side, but a functional consultant can still get a lot of useful information.
I found interesting sessions talking about S/4HANA and S/4HANA Cloud, including the roadmap and the new features related to the Intelligent ERP that are being introduced in S/4HANA, such as machine learning scenarios and robotic process automation. I think that sessions related to Fiori are also very useful to functional consultants, since we will all end up working with Fiori in the future.
In Vegas there was also an interesting presentation from a customer talking about the migration to S/4HANA Cloud. There was also a booth and a presentation about the Digital Manufacturing Cloud, where you can get more information related to the manufacturing area.
I don't know if there is a list of attendees by area, but you can submit a proposal of meetup session to discuss your area and people who are interested may join.
