why the "Allow public access(no authorization required)" option doesn't work

HI

I am working on a requirement where I need to make a incomming HTTP request with no authorization required. But the "Allow public access(no authorization required)" option on sender channels Channel selection tab seems does not change anything. So how can I achieve it?
