Could someone help me with the general guiding principles (Performance, Functional requirement, User base etc.,) for creating a new Environment Vs using Existing Environment?

It depends on your requirements, like how many common Dimensions, how similar are authorization requirements, is it same set of users, etc.

Sorry,Sap not provide any functionality to create new Environment.You create your own environment always copy the existing or standard environment like Environment shell. When you copy the standard environment you give your desired id and description and also there is option when you copy environment is Record to copy.

You can use multiple models in one environment but it's better to keep single environment for single customer!
