What is the best way to upload recipe for transaction c201.

If you have a legacy system in place with most of the data - then LSMW is the most preferred route. Check this message -

Using BDC will be the recommended approach in other scenarios. Please make sure that you are manually able to create a recipe the way you want in the system and design the BDC accordingly (Rules: At least one operation/phase mandatory; PV is created first, etc).

Also, you can explore eCATT scripts - could not find a suitable thread with the detailed steps - but that is an option too.

eCATT scripts and test cases must be developed. But they are not that difficult - the RoI is good once you invest time in creation of good quality scripts. Please refer this link for help on How to create an SECATT script - Basis Corner - SCN Wiki

instead of SU01 used in the example, you may want to start with C201 in the script..

Use LSMW.

Otherwise, you will need to create a custom program thru a BDC.

You will find similar recommendation in lot of threads.
