In production order , GR can able to do it and without making GI , how to restrict that option in SAP , kindly do the needful .

Check in BS02 :Change status profile,here you can restrict confirmation of order before goods issue by defining ZSTATUS for PP order header data.If you want i can elaborate it

Go to BS02 ,Create ZSTATUS say ZCNF.Double click on ZCNF(newly created status) and add 2 status like this:
then click on to object type :select PP/PM Operation and PP/PM order header,
then describe those two status(NCNF and CNF) one by one as below:
Double click on NCNF and select radio button confirmation not allowed(Forbidden)
Double click on CNF and select radio button confirmation allowed(Allowed)
Then Go to OPJH : For a given order type assign this status Profile in status Profile header.
Hence,once goods movement is done you need to manually set status in order header(T-Code :CO02) as confirmation allowed then only system will allow you to do confirmation.

Your solution seems to be reasonably good solution...but I have few questions here...
1. When you create the order user status will be NCNF and when you do the goods issue for the order status gets changed to CNF automatically in the order or we have to change it manually in the order and that too for every order ???....
2. Suppose I created a order and released.. now initial status will be NCNF...suppose I have not done goods issue but if I try to change the status to CNF.. will system allow ???
Can you clarify these points..
