Connection to localhost has failed
Error Code: -131
Connection to license server failed; If license server address is invalid, correct it, if TAO NT Naming Service stopped, activate it and restart License Manager in DTW

In the Data Transfer Workbench 2005 log in window:
a) Click on 'Options'
b) Input into the 'License server' textbox the server name followed by a colon and the port number e.g. [localhost:30000]
In the Data Transfer Workbench 8.8 click on Start -> Run and type 'regedit'.
Ensure that the correct license server in entered under "\HKEY_CURRENT_USER\Software\VB and VBA Program Settings\SAP DXWB B1\Login\License

The file b1-local-machine.xml in DI API folder is not referring to the proper server.
Solution:
Copy this file "C:\Program Files (x86)\SAP\SAP Business One\Conf\b1-local-machine.xml" to "C:\Program Files (x86)\SAP\SAP Business One DI API\Conf".
Or May be you could send me Teamviewer I would like to Try

Hi Thomas Gough,
Already checked his DB through DB.
Tested conditions are,
1. Changed server name and IP address
2. Firewall and antivirus disabled
3. License manage/ TAT naming services are restarted
4. User ID and password is correct
5. SAP B1 is running without any problem.
But still getting same problem. I don't know where to find ports 30000 and 300001 to check.

Solution from SAP note:
The SAP Business One License Manager is dependent on the TAO NT Naming
Service, in some cases the Firewall settings might prevent running the TAO NT
Naming Service.
If the firewall is identified as the root cause, please review the firewall policy and settings.
