Figured out, creating report on universe, which is not properly migrated to from other environment.

That error ALSO appears when the LOCALE settings (viewing locale) are wrong. Example: a universe has two "translations" , using the translation Manager.
One set of values is given for locale "BE_nl" , another for BE_fr
( shown as "Belgium (Dutch)" and "Belgium (french)" )
User chooses a "viewing locale" like "French" orFrance-French , and the error may pop up .
In Rich Client today the error showed as "WIS 10709" .. as if it were a Web Intelligence Server error ... while this is surely CLIENT SIDE (local locale settings)

I have seen this "c3_qtds_error_en_10709" error before XI3.1 SP2. What XI3.1 production version do you have?

If the broken object/cell/formula is valid, you might need SAP BO support for guidance.
