I'd like to know how to monitor critical error in sm21, st22 in real time.
Is there any solution to get an alarm when critical error occurred in sm21, st22 in real time?

As for SM21 System Log monitoring, in standard template "SAP ABAP 7.10 and higher" on Instance Level, there is alert "Errors in ABAP System Log" which consists of following metrics:
You can use the metric 'Total number of ABAP System Log Messages' to check for errors in transaction SM21.

There are 4 severity types:
In the data collection tab of your metric, you can set the MESSAGE_SEVERITY parameter to the type of sm21 message you want to monitor, in this case '01' and '02'. The data collection frequency is 5 minutes.
As for ST22 dump monitoring, in standard template "SAP ABAP 7.10 and higher" on Instance Level, we provide following metrics
If you want to monitor the real time situation, please consider using the metric "Number of Short Dumps on instance" with collection frequency 5 minutes.
