SAP EWM Addition to stock putaway strategy

I have specific requirement from client that while doing the put-away of product "A", system should search the bins where the same product "A" exists and suggest the same bin according to remaining capacity in that bin. For the remaining stock of the product "A", system shouldn't search empty bin but rather do the put-away in any bin if capacity allows. 

In current system, all bins are with mixed product.

To map this requirement, I have configured put-away rule as Addition to stock/empty bins and also allowed mixed storage without any limitation. Everything works fine with this set-up, but client wants not to look for empty bin and wants the system to suggest other bin which is partially occupied and having the enough capacity. Please advise if this is possible to achieve with any BADI or any other configuration is required?

what does that mean exactly?

For example: you have bin A, B, and C. A is full, B and C is half full. So when you get some material B shall be filled up first, then only C.

For that you should not use addition to stock / empty bin, but open storage. You want addition to stock and mixed storage (and I wonder why bother with a warehouse system at all), but this is the easiest then. The system will NOT specifically look to add stock to existing quants, but the system will full up.

If you use addition to stock / empty bin, once a bin is full, the system will only use a bin which has space if it can add to stock, means if there is a quant which the same criteria. The system will not try to create mixed storage in this putaway rule.

Now B gets empty and C is still half full. What shall happen then? C should be used for putaway first? No standard strategy will do that, if the search sequence first finds B, there is no strategy specifically looking for a non-empty bin, there you need to go with the BAdI Matthias Keller mentioned.
