I could not find any information about a whitelist for the pre opt-in / confirmation emails. Is the campaign execution whitelist also applied in this case or is there no option to sent confirmation emails only to specific email addresses?

yes, if there is at least 1 entry in the campaign execution whitelist, this is activated.
