unable to connect to oracle database

Yesterday i was able to connect to oracle database from CR2008, but today when i am trying again i am getting an error target host doesn't exist...need help i am able to connect to oracle database from sql developer and toad

Hi

go to start

search "services"

Click view local services

Scroll down and click OracleXEClrAgent

Click Start the Service

Give it a minute or so and open SQL developer, click new connection, enter the credentials, click test and SUCCESS!!  I can now load the sample tables and everything.
