Steps cannot be modified because the content was imported from the development system

Hi
I have copied a flexible WF and trying to create WF Template in Manage Workflow App. However, when i try to add WF steps, i do not get the ADD option. Instead the below error. I could not find any note or blog related to this. Strange thing is, when i try to configure in original client (where the WF was developed) it doesn't not give any error. But for cross client it gives error.

Hello,

Why did you copy the scenario? This is not recommended. Please use the standard WS00800208 and check the scenario documentation how to add a template. If the problem in standard is the same, please open a ticket.
