According to your description, I think that your issue is not related to the Fiori app, maybe its related to the Purchasing Functional Configuration, the liberation strategy....Check with the functional consultant ...

You have to make sure that the functional config. is ok....

Firstly, make a test by sap gui (not Fiori app), Does the strategy work well?,

- After the release of the manager, the director user must be able to release. The strategy remains like a pending status waiting for the director release.

- Or after the release of the manager the purchase order is approved automatically ignoring the director...If this is the case, you have to check with the functional consultant.
