SAC Story Publishing Via Bursting

I can't seem to find a concrete answer to my query for bursting in SAC story publishing, while doing so we can add both SAC & non-SAC users, my query is regarding non-SAC users, in the help documentation its is mentioned that the maximum number of non-SAC users that can be added while publishing a story in burst is 3, is that the case, is there any way to edit it, if not is there any other way to achieve the same result.
