Restricting users in creating transport request manually outside chaRM

How can you restrict the manual creation of transport requests in ChaRM?

The issue is, the Change Cycles are withdrawn, but their CTS projects are still active in the development managed system.

Hello,

You may use transaction SPRO_ADMIN => choose the IMG project => CTS project tab , you will find a button "CTS project status switches" there. You may use that button to access the interface to disable creation of transport requests for that CTS project, if the Solution Manager does not allow you to disable the CTS project switches centrally.
