Personas 'P' Menu is missing after an upgrade

Hello Experts,

Personas 2 missing toolbar & menu control
We have started to implement Personas 3 in our DEV system. Since we did, Personas 2.0 (which is already in productive use) has been impaired. The standard menu bar and transaction tool bars are not visible. Flavors which have the transaction code input field moved down from the toolbar, fail to display it, instead displaying an error message..

We have checked for notes, including OSS 2109468. Our kernel is 7.22 and we have just patched it to 513, this resolved an html rendering issue, but still menu issues persist.

This prevents us from doing necessary BAU changes to the Personas 2.0 flavors, which are now urgent.
Medium term, we will move to Personas 3.0 but we are not ready yet.

We already tried to implement these 2 notes which are not helpful. Note: 2465486 & Note: 2303604.

But it does not look like a match. Even though we have installed Personas 3 transports in E1D, we still have Personas 2.0 flavours in the live system E1P.
We have changes that we need to make, in E1d, and then feed through to E1P.
Our issue is with Personas 2.0.
OSS 2465486 seems to address issues running Personas 3 in SAPGui.
Our issue is running Personas 2 in WebGui
In case it matters, we could see the Personas 3 'P' in SAPGui. In fact, we suppressed it using the Personas configuration options, but it did not resolve our issues running Personas2 in webGui.

In response to the guided solution, which we had checked previously..
2.1 - we use IE with Edge
2.1.1 -standard mode
2.1.1.1 - it is not a Personas 3 'P' role issue, and we have tried both ways with these settings
2.1.1.1.1 - our users have roles maintained
2.1.1.1.1.1 - everything seems fine in the healthcheck
2.1.1.1.1.1.1 - is the system in the middle of an upgrade? Answer - well, we have applied Personas 3 transports into E1D. . but there is not a "SPAM" upgrade in progress.

Hi,

Try changing themes in SAP GUI Configuration application. In my case it helped when I changed theme to the Blue Crystal Theme - Screen Personas "P" appeared.
