Maintaining substitutions for CF Workflow with a superuser or service user

Hi,

We need to maintain the workflow substitutions of the Cloud Foundry workflow service using a technical service-user (to set up substitutions when recorded in our HR system) as well as by superusers (to maintain substitutions in unplanned absences when the user herself cannot configure the substitutions).

Can you please advice on how this is to be done? We cannot find any maintenance UI beyond the one for the currently logged in user

The Inbox API has the substitutes collection for the logged in user, but we are not able to connect to it using service accounts?
