How to restrict actions by "Change Control Landscape" or "Release cycle"

We have different landscapes handled by our Solution Manager (Focused Build) for the change management, and for each a dedicated team to handle ChaRM workflow (IT Operator, Change Manager, Release Manager, etc). We need to restrict actions for each role by Change Control landscape or by release cycle, but we can not define any authorization object helping on that.

Could you please advise?
