How to issue a license to register for a new PC

Dear sir,

Good day.

I keep the Powerbuilder license (.lic file) that I used before.

The host id and host name have been changed by changing the PC, so I try to rehost on that site, and an error occurs.

"Host ID and Host Name already used to upload key!"

Please tell me how to issue a license to register for a new PC.
